Anti-Scam Insurance Policy

Written by the Department of Commerce





PURPOSE

This policy sets out how the Department of Commerce (DoC) runs Government Anti-Scam Insurance, which protects insured players and companies against counterparties that are declared bankrupt. Insured parties choose from the packages below. Premiums fund a shared program, and all coverage is subject to the limits and exclusions in this policy.


INSURANCE PACKAGES

(1) Choose one package. Your coverage percentage and claim limit are those of the package held at the time of the transaction.

(2) Bronze, $1,500 per month:
(a) Covers 60% of net loss.
(b) Maximum $15,000 per claim.

(3) Silver, $3,000 per month:
(a) Covers 70% of net loss.
(b) Maximum $25,000 per claim.

(4) Gold, $6,000 per month:
(a) Covers 80% of net loss.
(b) Maximum $50,000 per claim.

(5) The insured always bears the remaining percentage of every loss.

(6) Any single transaction above your package's claim limit must be registered in your policy thread before transfer or delivery to be covered.

(7) You may upgrade or downgrade once per 30 days. A new package applies only to transactions made after the change is posted.

(8) The DoC may adjust any package's premium, coverage percentage, or claim limit once per 30 days, with public notice by announcement.


NEW PLAYER COVERAGE

(1) Players receive free starter coverage for the first 30 days after their join date, with no premium and no thread required.

(2) It covers 50% of net loss, up to $15,000, for one claim only during that window.

(3) It does not apply to alternate accounts, and is subject to all limits and exclusions in this policy.

(4) A claim still requires full evidence and proof that the counterparty has been declared bankrupt under the Bankruptcy Act, and it counts against the program's available funds.

(5) To claim, open a DoC ticket following the claim procedure below.


PAYMENTS & SUSPENSION

(1) To be insured, open one thread on the Anti-Scam Insurance DoC Forum stating the Insured and the package selected, and post each monthly payment there.

(2) It is the sole responsibility of the insured to track their coverage dates and to submit each monthly payment on time.

(3) Each payment must be posted with the amount, a clear screenshot of payment to DCGovernment, and the date in MM/DD/YYYY format.

(4) Failure to pay by the due date results in the immediate and automatic suspension of coverage, with no notice or grace period from the DoC.

(5) Coverage remains suspended until the required payment is provided in full. No coverage applies to any transaction made while coverage is suspended.

(6) No retroactive coverage: the premium covering a transaction must be paid before the transfer or delivery takes place.


LIMITS OF LIABILITY

(1) For any single claim, the DoC pays no more than the coverage percentage and claim limit of the insured's package.

(2) The DoC pays no more than one claim limit (the insured's package limit) to any one insured in any rolling 30-day period.

(3) The DoC's total liability is limited to the funds available in the Anti-Scam Insurance program. The DoC is not required to pay any claim, in whole or in part, that would exceed those funds, and may reduce, prorate, queue, or defer payouts to stay within them.

(4) Paying an approved claim up to the package coverage is the DoC's only obligation. The DoC is not liable for any further loss, cost, or consequential damage arising from a scam, default, or bankruptcy.


WHAT IS NOT COVERED

(1) Any amount that is not an actual financial loss, including punitive damages, emotional distress, inflation costs, and opportunity costs.

(2) Transactions with your own alternate accounts, or between related or colluding parties.

(3) Illegal, blackmarket, or rule-breaking transactions.

(4) Gambling and betting losses or debts.

(5) Losses from admin rollbacks, raids, PvP, or other non-commercial events.


FILING A CLAIM

(1) File within 30 days of discovering the scam or default, or of the payment becoming past due, whichever is earlier. Late claims may be denied unless a reasonable explanation is given.

(2) Open a DoC ticket titled: "Claim #__ - [Counterparty] - [DoC Ticket Number]".

(3) The ticket must include:
(a) Your IGN or company name, your package, and a link to your policy thread, confirming the premium was paid for the period covering the transaction.
(b) The counterparty's IGN and any known relationship to you.
(c) A transaction summary: type, dates, what you provided, and what was promised in return.
(d) Evidence: proof of the agreement, of transfer or delivery, of non-performance, and at least two collection attempts on different days, plus proof that the counterparty has been declared bankrupt under the Bankruptcy Act.
(e) Loss math: Net loss equals Gross owed minus amounts already recovered, and the amount requested (your package's coverage percentage, within its claim limit).
(f) This attestation: "I affirm the above is true to the best of my knowledge. I understand false statements may result in denial, forfeiture of coverage, and a permanent ban from the program."

(4) The DoC may request more information. No response within 7 days may result in denial without prejudice, and you may refile.


PAYOUT & RECOVERY

(1) The DoC will not pay until the counterparty has been declared bankrupt under the Bankruptcy Act.

(2) The DoC may approve, partly approve, or deny a claim, including for insufficient evidence or signs of collusion.

(3) Once the DoC pays, it takes over the insured's right to recover that amount from the counterparty or its bankruptcy estate. If the insured later recovers, they must repay the DoC up to the amount it paid them.

(4) A denied claim may be appealed once by opening a new DoC ticket within 7 days of the decision.

(5) A denied claim does not, by itself, establish that the named counterparty committed any offence.
