Department of Commerce


PURPOSE
The Department funds businesses that grow the economy: new firms getting off the ground, and existing firms expanding into priority sectors. Grants are for investment (building, hiring, equipment, R&D), not day-to-day running costs.

THE POOL
The Department draws from a single shared pool of $200,000. There are no per-sector budgets; every application competes for the same pool, so funds go to the strongest cases.

TWO TRACKS
Startup Grants: for new or idea-stage firms. Full grant, no match required, capped at $50,000 per business.
Growth Grants: for established firms expanding. The Department matches your own investment 1:1, capped at $50,000 (invest $50k, receive up to $50k).

Priority sectors (reviewed monthly): Innovation & R&D, Construction, Law, News & Media, and Democratically-managed firms. Outside these? Still apply, as strong cases are funded regardless.

HOW WE DECIDE
Every application is scored out of 10:

  • Use case (0 to 2): is the plan specific and genuine?
  • Economic value (0 to 3): jobs, output, new competition?
  • Feasibility (0 to 3): can the applicant actually deliver?
  • Track record (0 to 2): past grants used well, existing footprint?

0 to 4 declined. 5 to 6 partial award. 7 to 8 majority of cap. 9 to 10 full cap.

HOW FUNDS ARE PAID
To protect public funds, grants are paid by reimbursement or milestones, never as upfront cash:

  • Spend first, reply with receipts/screenshots, then get reimbursed; or
  • For larger grants, funds are released in tranches as milestones are met.

Funds that are misused, or a business that folds within 30 days, must be repaid (clawback).

TRANSPARENCY
Every award (who, how much, and why) is recorded in a public grants ledger.

FOR ECONOMISTS
Applications go to #grants, where a Senior Economist opens a thread for each one. No grant is ever decided by a single person.

  • Every application is scored independently by at least two Economists; the median of their scores sets the award.
  • $15k and above requires at least three Economists to score, plus a Senior Economist to sign off before any funds move.

Economists must recuse from any application they are connected to. The Senior Economist logs the verdict, amount, and payment method in the ledger and notifies the Commerce Secretary.

When the pool runs low, pending applications are ranked by score and the strongest are funded first; the rest carry to next month.
